Upon assuming his post as Chief of Defence Staff in 2005, General Rick Hillier set about the daunting and risky task of Canadian Forces Transformation. The risks inherent in this enterprise were many and varied, originating from both within and without the organization on many levels both national and international. In order to gain a better understanding of these risks and how they influenced each other, General Hillier engaged the Operation Research Staff and RiskLogik to create an integrated CF Transformation Risk Model to inform his transformation campaign plan.
